Why Employers are Switching to Personal Policies

In 2009, an estimated 200,000 employers will cancel their group coverage and switch employees to personal policies because:

  • Employees can now be reimbursed for their individual/family coverage with employer tax-free funds.
  • The cost of personal policies is typically 1/3 to 1/2 the cost of comparable group coverage for healthy applicants, often from the same carrier.
  • Personal Policies are permanent, portable and independent of employment.
  • Employees with medical conditions now receive (HIPAA-eligible) state-guaranteed personal policies when their group policy is cancelled.

CPAs are at the forefront of one of the biggest changes in health benefits for employers

  1. The IRS now explicitly allows and encourages employers to use HRAs (Health Reimbursement Agreements) to reimburse their employees tax-free for the amount spent on personal (individual or family) health insurance policies and out-of-pocket medical expenses.
  2. Personal health policies for most employees cost less than 50% the price of group coverage.
  3. The Department of Labor now requires all states to provide state-guaranteed personal policies to employees when their group policy is cancelled if they don't medically qualify for personal policies.
  4. There are no IRS reporting requirements for HRAs for employers with less than 100 employees. Larger employers must simply file a single Form 5500 showing total HRA reimbursements.
