The Treasury Department and IRS issued new guidelines for people contributing to a Health Savings Account (HSA) in 2010.Treasury seal

2010 Health Savings Account Health Plan Requirements

For 2010, in order to contribute to an HSA, your minimum deductible on health insurance from all sources (including health reimbursement arrangements [HRAs]) must be at least $1,200 (self-only coverage) or $2,400 (family coverage).

The annual out-of-pocket maximum on your high deductible health plan (HDHP) cannot exceed $5,950 (self-only coverage) or $11,900 (family coverage).

2010 Health Savings Account Contribution Requirements

The maximum annual HSA contributions from all sources for 2010 are $3,050 (self-only coverage) or $6,150 (family coverage).

We are a small group employer that offers a high deductible health plan. Those that enroll in our health plan also have the opportunity to participate in an HSA which we as the employer contribute $750/year (divided by pay period). For those that do not enroll in our health plan, we offer an HRA to which we also contribute $750/yr. Presently our deductible for an individual is $2500. We are planning to go to a $5000 deductible and would like to also provide a Deductible Reimbursement Program so that after the employee meets $2500, we would reimburse them for the next $2500 as they turn in medical receipts, until their $5000 deductible is met. After that, insurance pays 100%. Can we offer this type of program in addition to the HSA?

Hi Beverly,

You can have an HSA and an HRA at the same time provided that:

1) You have an HSA qualified insurance plan; and
2) You make sure your HRA is HSA-Compatible.
