The Child-only Stand-off (HHS vs. Insurers) Continues

The debate about child-only health insurance policies continues. Recently, HHS sent a letter to the president of the NAIC clarifying what insurance companies and states can do to stabilize the child-only insurance market.  

In the letter, HHS clarifies that insurers can:
  1. identify open enrollment periods for children under 19; 
  2. they can charge more for children with pre-existing conditions;  and
  3. they can impose a surcharge for dropping coverage and subsequently reapplying. 
HHS published an updated Question and Answer document as well with 5 new questions (#8 - #12).
